新型研究型大学的实践探索最早可追溯至2007年。那一年，深圳市政府工作报告提出，“正式启动南方科技大学筹建工作”。在最初的办学方案中，南科大主要借鉴香港科技大学办学经验，计划用15年左右时间，建成高水平研究型科技大学。
